The Mutts for the Bay Program was once a fully community-led effort to help supply dog waste bags in dispensers around Morro Bay. The Estuary Program became involved in the early 2000’s and manages donations from individuals and businesses, installs new dispensers, and helps to stock and maintain dispensers.
